Prepare unified test run
Snapshot adapted inputs for every item and move to RUNNING.
Walks every item on the set, calls the input adapter registered for the run’s consumer_type, and inserts a run-item row with the adapted payload. Idempotent-ish: rejects any status other than CREATED with a 400 so an accidental double-call from the UI can’t duplicate rows.
